SUBJECT: Campus Security Authorities

PURPOSE
Blinn College is committed to fostering a safe campus environment. To that end, all faculty, staff, students, contractors, and visitors on any College District property, facility, or College District-sponsored travel must promptly report any activity they perceive as criminal, potentially dangerous, or suspicious to the College District Police Department or to a Campus Security Authority, especially if the victim is unable or elects not to make such a report. This regulation lists the individuals the College District currently designates as Campus Security Authorities. The Administration will review and update this regulation as needed.
DEFINITIONS
The Department of Education defines a “campus security authority” as:
- A campus police department or a campus security department of an institution.
- Any individual or individuals who have responsibility for campus security but who do not constitute a campus police department or a campus security department under paragraph (i) of this definition, such as an individual who is responsible for monitoring entrance into institutional property.
- Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offenses.
- An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline, and campus judicial proceedings. If such an official is a pastoral or professional counselor…the official is not considered a campus security authority when acting as a pastoral or professional counselor.

FUNCTION
A Campus Security Authority’s (CSA) function is to report crime allegations that he or she receives to one of the following:

CSAs are responsible for reporting only those crime allegations that a student, faculty, staff, or campus visitor reports to the CSA in his or her capacity as a CSA.
CSAs are not responsible for investigating or reporting incidents that they overhear students talking about in a hallway conversation; that a classmate or student mentions during an in-class discussion; that a victim mentions during a speech, workshop, or any other form of group presentations; or that the CSA otherwise learns about in an indirect manner.

With the exception of Blinn Police Officers, CSAs do not investigate or determine whether harm took place, and should not attempt to apprehend alleged perpetrators.
