FORMAL ADOPTION STATEMENT [M]
The Blinn College District and its stakeholders expect that campuses remain safe havens for education. However, the District cannot predict exactly when and where an emergency incident is going to happen. This unpredictability means that every campus, and all faculty and staff, must be prepared to ensure efficient and effective operations and response efforts for any emergency incident. Through emergency management, the District plan helps to ensure that the District continues to provide a safe, orderly learning environment for every student and every campus. The District emergency management process embraces state and federal standards and proven practice.
This plan is known as the Blinn College District Multi-hazard Emergency Response Plan (ERP). The plan and supporting documents provide the framework that outlines the District's intended approach to managing emergency incidents of all types and should not be regarded as a performance guarantee. It represents a conceptual framework for consistent and coordinated multi-agency response during a major event and is supported by collaboration, training, and exercise.
The Blinn College District Chancellor is responsible for approving and ensuring the formal adoption of this plan. The District ERP and related appendices, including individual campus emergency preparedness plans, are reviewed annually by all affected and impacted departments, and updated at least every three years on a schedule consistent with the District Audit Review as set forth in Texas Education Code Chapter 37.108.
In accordance with the Texas Government Code sections 418.175 – 418.182, this ERP contains response annexes that are not subject to disclosure under Chapter 552, Government Code. Additionally, sections marked as [M] are legislatively mandated by the State of Texas while sections marked as [K] indicate “key considerations” based on TxSSC recommendations.
