Purpose
Blinn College requires a confirmation of financial resources from all international student applicants. You must be able to guarantee that you currently have the funds in U.S. Dollars available to cover the cost of one academic year ($31,162). You must also ensure adequate funding will be available from the same or equally dependable source for your entire academic career. You have two options, as listed below, for proving your financial resources.
Form Instructions
- Emails, faxes, copies or online submissions of the Confirmation of Financial Resources form or bank letter WILL NOT be accepted as official and will only be accepted temporarily as unofficial until the student can submit the original/ official wet signed documents.
- Failure to fully read and complete the form accurately could delay your ability to receive an I‑20.
- If the bank account is not in the name of the student, then a Financial Letter of Support is required from the account holder (even if the account is in the name of the parents).
- You can submit the Confirmation of Financial Resources in person at Enrollment Services Monday – Friday 8am to 5pm or by mail at the addresses listed below.

Options for Completing
Option 1: Fill out the provided form and have the bank official certify the funds available. The form must bear the original signature and seal from the bank official and be dated within six months of the start of the intended semester. (See further instructions on page 2)
Option 2: Secure a letter from the bank verifying the amount of funds available. If you choose this option, the letter must follow the specific guidelines listed on page 3 of this document in order to be considered official.

Option 1 Instructions
- Fill out the Student Information portion of the form prior to taking it to the bank.
- If the account is not in the student’s name then the account holder will need to fill out the Sponsor Information portion. You must receive a signature in this section. This will count as your Financial Letter of Support.
- Have the bank officer fill out the Bank Information portion. You must receive a bank official’s signature and stamp for this portion to be accepted.
- Must be dated within 6 months of the start of the intended semester.
- It must specify the amount of funds available in U.S. dollars. This can only be personal available funds and cannot be company assets, bonds, property, or investments.

Option 2 Instructions
- In place of the form on page 2, a student can have the bank send a letter verifying the account resources.
- Failure to fully read and provide all necessary requirements could delay your ability to receive an I‑20.
- If the bank account is not in the student’s name, then a separate letter is required from the account holder (even if the account is in the name of the parents). See the instructions below for the Financial Letter of Support.
Bank Letter Requirements
- The letter must be dated within six months from the start of the intended semester.
- It must be on bank letterhead, signed by a bank official, and stamped/sealed.
- The letter must be in English.
- The account holder’s name must be listed.
- The letter must list the specific amount of funds available in U.S. dollars. Minimum required: $31,162 USD. This can only be personal available funds and cannot be company assets, bonds, property, or investments.
Financial Letter of Support Requirements
- The letter must be dated within six months from the start of the intended semester.
- The letter must list the name of the student and the sponsor’s relationship.
- The letter must be in English.
- The letter should state the sponsor’s willingness to cover educational expenses for the first year and confirm funding for subsequent years.
- The amount in USD must be listed (minimum $31,162 USD).
- The letter must include the sponsor’s signature.
- Upload the Financial Letter of Support and Bank Letter through the myBlinn portal under Admissions Forms using the Incomplete Bank Letter Form.
