All members were present.
Representatives from Blinn College present were Dr. Mary Hensley, Dr. Becky Garlick, Mr. Gentry Woodard, and Ms. Monica Heffley.
The meeting was called to order at 12:18 PM.
Approval of Minutes. Mr. Chris Sodek made a motion to approve the minutes of the September 23, 2025, meeting, and the motion was seconded by Mr. Chris Hooper.
Enrollment Report. Dr. Becky Garlick, Executive Dean of the Schulenburg Campus, presented the preliminary Spring 2026 enrollment report. She reported that the Schulenburg Campus currently has 34 students taking most of their classes on campus. Dr. Garlick added that registration is still in progress, and enrollment could increase slightly with the start of the second 8-week courses in March. She also reported that 134 students in the Schulenburg area are taking most of their courses online.
Dual Credit Update. At the fall advisory committee meeting, Dr. Hensley encouraged school superintendents to have students complete at least 15 hours of dual credit coursework, noting that this benchmark now impacts state funding for community colleges. In response to interest regarding participation levels, Dr. Garlick presented ACCSS enrollment data showing how many students in ACCSS schools completed 15 or more hours.
Since the implementation of the ACCSS program in 2021, 667 students have enrolled in dual credit through ACCSS schools. From 2021 to 2026, the average percentage of students completing 15 or more dual credit hours increased by 45 percent. Since 2019, overall dual credit enrollment has increased by 58 percent, along with a 15 percent increase in the number of students completing 15 or more hours. Dr. Garlick explained that these numbers reflect not only greater participation but also stronger momentum toward meaningful credential completion. She noted that 2020 data was excluded due to pandemic-related disruptions that made the figures atypical.
Dr. Hensley also explained the new state funding structure to advisory committee members. She shared that Blinn College continues to have the highest transfer rate among community colleges in Texas and is working diligently to adjust to the legislature’s new budget model. She added that community colleges are not currently permitted to increase tuition or fees and that the state has moved to an outcome-based funding system.
Meet the New Executive Director of the Blinn College Foundation. Mr. Gentry Woodard introduced himself to the advisory committee members as the new Executive Director of the Blinn College Foundation and Resource Development. He explained that there are currently 342 endowment scholarships that the Foundation is working with at this time. He said the Foundation would be giving out over $1.1 million dollars in scholarship funding to students, with the average student receiving about $500. Mr. Woodward advertised the upcoming Clay Shoot that will be held at the Boswell Porter 4-H Shotgun Range in Caldwell, Texas on April 17th. He welcomed the committee members to the event and explained the sponsorships.
Announcements. Dr. Garlick reported that the Schulenburg Campus has been very busy hosting recent Career Quest events, which welcomed hundreds of eighth-grade students to campus to learn about a variety of career pathways.
With no other business, the meeting was adjourned at 1:01 p.m.
