SUBJECT: New Program Development Handbook

EFFECTIVE DATE: October 22, 2026

BOARD POLICY REFERENCE: BFA(LOACL), EE(LOCAL), EF(LEGAL), EFB(LEGAL), EFB(LOCAL)

PURPOSE

The Chancellor shall assume overall responsibility for College District programs and services including administration, organization, personnel, education and instruction, student services and business affairs. In order to promote the development of high-quality, sustainable educational programs that align with the institutional mission and meet requirements by regulators such as the Texas Higher Education Coordinating Board (THECB) and the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), the current Administrative Regulation codifies the process by which all new educational programs are developed and authorized for offer at the College District.

PROCEDURE

The College District delegates administrative responsibility for the development of a New Program Development Handbook to the Office of Academic Affairs. The Handbook describes all processes College District faculty and staff must adhere to in the development of any new instructional programs (defined in EFB(LEGAL)). The Office is further responsible for the publication, revision, and dissemination of the Handbook.

Development and maintenance of the Handbook should be conducted in cooperation with other College District stakeholders with responsibilities pertaining to the regulation of instructional programs, such as the Accreditation Liaison and THECB Liaison.
