Blinn Board of Trustees approves $134.3 million budget for FY 2026

Trustees also authorize the lease of a new workforce training facility in Waller

The Blinn College District Board of Trustees approved a $134.3 million budget for Fiscal Year 2026 during its regular meeting on Tuesday.

The budget, which represents a 4% increase from the previous year, includes a 3% salary increase and tiered longevity pay for full-time employees.

Trustees also approved tuition and fee rates for the 2026 spring and summer terms. Per-semester credit hour rates will remain unchanged at:

• $64 for in-district residents,
• $123 for out-of-district Texas residents,
• and $279 for out-of-state and international students.

The general fee remains at $80 per credit hour.

In other business, the board authorized the College to lease a workforce training facility in Waller. The approximately 17,000-square-foot facility is expected to open in late spring 2026 and will offer workforce training courses in carpentry, certified clinical medical assistant, construction management, EMT, HVAC, mechatronics, and phlebotomy.

The new facility continues Blinn’s strategic expansion into Waller. As the College plans a new, full-service commuter campus on a nearby 100-acre site along FM 2920, it currently offers classes at Waller ISD facilities. It also operates an administration office at 31406 FM 2920 that assists with applications, payments, advising, and financial aid.

During Tuesday’s meeting, the board also received updates regarding spring, May minimester, and summer I enrollment. Dr. Becky McBride, Vice Chancellor for Student Services, reported that Blinn enrolled 16,076 students for the spring 2025 semester, an increase of 123 (0.77%) compared to the previous spring.

Enrollment for the May minimester totaled 952 students, a decrease of 36 students (3.64%), while the summer I term saw an increase of 137 students (2.47%) for a total of 5,694.
