Blinn Board of Trustees sets tax rate at 4.38 cents
Blinn’s tax rate remains the lowest of all Texas community colleges

The Blinn College District Board of Trustees approved a property tax rate of $0.0438 per $100 valuation during a special meeting on Tuesday.
The approved rate will yield an estimated $3,183,274 in tax revenue, which equates to approximately $43.80 annually on a home valued at $100,000. By law, all property tax revenues collected in Washington County must be used to support Blinn’s Washington County operations.
With the lowest tax rate among all Texas community colleges, property taxes generate approximately 2% of Blinn’s annual operating revenue. Washington County students benefit directly from Blinn’s local tax rate through in-district tuition and the Blinn College Washington County Scholarship, which provides up to $1,000 in tuition for eligible students for up to one year following high school graduation or completion of a high school equivalency.
Property tax revenue is incorporated in the state funding formula, and Blinn is the only community college in the state penalized with reduced state appropriations for maintaining a rate below 5 cents. In FY25, Blinn is expected to lose $570,000 in state appropriations due to its low tax rate, following a reduction of $870,000 in state funding in the prior fiscal year.
