What is P-16?
P-16 is designated to reduce the gaps that exist between three critical levels of education: pre-school, K-12, and post-secondary (higher education). There are various stakeholders involved in facilitating the transition between these three stages for students, mostly leaders in the P-12 system, higher education leaders, and community leaders. Most importantly, P-16 serves to create a college-going culture within the communities where various councils exist.
State P-16 Council
According to the Texas Higher Education Coordinating Board, the primary P-16 goals are as follows:
- Expand access to early learning for children ages 3 to 5 and improve their readiness for kindergarten
- Smooth student transitions from one level of learning to the next
- Close the achievement gap between white and minority students
- Upgrade teacher education and professional development
- Strengthen relationships between families and schools
- Create a wider range of learning experiences and opportunities for students in the final two years of high school
- Improve college readiness and college success.
- Other activities including raising scholarships, creating promotional campaigns, and providing incentives or recognition awards for high academic performance.
Blinn College Regional P-16 Council
Purpose
The purpose of the Blinn College Regional P-16 Council is to provide a platform for community stakeholders and strategic partners to present ideas and discuss issues of mutual concern related to college/university transfer and articulation programs, college readiness projects, the role of community colleges, teacher recruitment and retention, dual/concurrent enrollment, minority enrollment and assessment.
Program Mission
To build and sustain cooperative relationships through partnerships with K-12 education, higher education, workforce, and community partners, which will enable students to make successful decisions about their personal and educational goals.
Program Activities (2009-2010)
- Establish a P-16 Council that develops programs and initiatives for all current and potential partners.
- Build and sustain a University Transfer Center on the Bryan campus.
