Last Day of Session Update - 140th Day

Today is Sine Die, the last day of the 85th Regular Session. Today’s deadline allows corrections only in the House and Senate.
The Texas Legislative Statistics show at this point that out of 6,631 House and Senate bills filed, 1,135 House and Senate bills have passed. Details on final statistics, including a spotlight on legislation passed out of the 85th  Regular Session, and an update on bill signings will be published in the following weeks.
The House will reconvene at 10 a.m.
The Senate will reconvene at 11 a.m.
Spotlight on yesterday - 139th Day of Session: 
Senate Filibuster
When SB 715, relating to annexation came to the house floor several members rose to ask questions and called points-of-order to stop passage of the bill but the House ultimately adopted the conference committee report for SB 715. The bill also had trouble when it came up on the Senate floor and Sen. Menendez got up to filibuster the adoption of the conference committee report. Right around 10 p.m. Sen. Menendez started the filibuster and continued until the midnight deadline resulting in the bill’s ultimate demise.
HB 22
Several conference committee reports were adopted in both chambers on the 139th day, including the one for HB 22 which addresses the A-F public school accountability. The conference committee report unanimously adopted by both chambers establishes 3 domains on: student achievement, student progress and closing the gaps. The adopted report also implements a one-year delay in assigning campus A-F ratings.
